The Baltic Sea NGO Forum is the name for a process of annual forums of non-governmental organisations in the Baltic Sea Region. The NGOs of the region first came together in this context at a regional preparatory conference for Baltic Sea NGOs in Copenhagen in March 2001.

The Baltic Sea NGO Forum is a meeting point for various non-governmental organisations from the countries in the region. The aim of the forum is to strengthen civil society by offering NGOs an opportunity to exchange ideas and develop new networks, and to carry on a dialogue with the public authorities.

Since 2001, the Baltic Sea NGO Forums have been held annually under the auspices of the rotating CBSS Presidencies: in Lübeck, Germany in 2001; in St. Petersburg, Russia in 2002; in Turku, Finland in 2003; in Pärnu, Estonia in 2004, in Gdynia, Poland in 2005; in Stockholm, Sweden in 2006, in Riga, Latvia in 2008 and in Elsinore, Denmark in 2009.

The most recent Forum took place in Elsinore, Denmark on 26 February – 1 March 2009.
